BIOGRAPHY

Dr. Janice Beecher is a Professor Emeritus (Political Science) and Director Emeritus (Institute of Public Utilities) at Michigan State University. She is the Editor-in-Chief of the journal Utilities Policy (Elsevier), a member of the International Advisory Board of the journal Energy Policy (Elsevier), and a Nonresident Senior Fellow at the Brookings Institution. She is a recognized expert with four decades of experience in applied research, continuing education, and practice in the economic regulation of public utilities. Among many published works, she authored "The Prudent Regulator" (Energy Law Journal, 2008) and co-authored the book Risk Principles for Public Utility Regulators (MSU Press, 2016; 2024 addendum). She has served on the U.S. EPA’s Environmental Finance Advisory Board and Michigan's 21st Century Infrastructure Commission and chaired the Water Rates Subcommittee of the Flint Water Interagency Coordinating Committee. She previously held staff positions at the Illinois Commerce Commission, The Ohio State University, and Indiana University and has advised federal, state, and local governments on regulatory policy. She holds a Ph.D. in Political Science from Northwestern University.
